Bay Highlands is a private, close-knit community of approximately 120 homes. We are a Special Benefits Taxing District governed by the Anne Arundel County Charter. This enables the BHCA to collect local taxes to support two specific goals: The improvement of community property, and the maintenance of our roads.
In recent years, residents have increased their focus on bettering the neighborhood by organizing clean-up days, holding a variety of social events, and installing a commercial grade playground in one of our two parks.
